&lt;p&gt;As you may already be aware, a Notice of Proposed Rule Making (NPRM) was issued on 28th September by CASA on the dual topics of:&lt;/p&gt;
&lt;p&gt;- mandatory carriage of radios at non-towered aerodromes or in the vicinity&lt;/p&gt;
&lt;p&gt;- changes in CAR 166 &amp;amp; 166A governing operations at or near non-controlled aerodromes.&lt;/p&gt;
&lt;p&gt;Regulatory amendments are not expected to be effective until early 2010, if the changes go ahead. A brief summary of the proposal and CASA&amp;rsquo;s view point is given below but we do recommend you read the NPRM yourself for full details. (There is a neat, single page, summary of proposed changes on page 8 of the document.)&lt;/p&gt;

				<title>Update on MKT training drifter</title>

				&lt;p&gt;I am going to get some of this wrong but here&amp;nbsp;goes...&amp;nbsp;The training drifter has been offline recently for a number of things. What started out as a leg change for the drifter became on closer inspection a wiring issue which required work to the loom and the replacement of a burnt out earth wire. The brakes are being refurbshed with brakes that work. There are probably more things that Sam and Vince are working on but I didn&apos;t jot them all down.&lt;/p&gt;

				<title>Keep a watch on Zodiac airworthiness</title>

				&lt;p&gt;Six fatal accidents in the United States and Europe involving Zenair Zodiac CH601XL aircraft have prompted special advice from CASA. In each accident the aircraft, which are built from kits, broke up in flight, with a US National Transport Safety Board investigation citing flutter as a possible cause.&lt;/p&gt;
&lt;p&gt;CASA recommends that all operators and maintainers of Zenair CH601XL aircraft check the manufacturer&amp;rsquo;s current listing of continuing airworthiness documents for their aircraft, as well as maintaining their aircraft to the most recent maintenance data. In addition, control cables must be maintained to the required tensions and other sources of in-service information for the aircraft, such as the Recreational Aviation Australia website, should be monitored.&lt;/p&gt;
&lt;p&gt;Zenair Europe has issued a service bulletin and will be conducting comprehensive and independently verified tests to demonstrate the aircraft is airworthy.&lt;/p&gt;

&lt;p&gt;There is a lot of noise about the 406 PLBs / EPIRBs / ELTs in magazines, including CASA Flight Safety and the web site. Part of the push is for proper disposal of the old 121.5 units. There are two &lt;strong&gt;main issues:&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;1. Junked EPIRBs have sometimes activated (from the middle of the Howard Springs dump, for example) and this has caused major anguish for authorities. Therefore please ensure the battery is disconnected &lt;strong&gt;BEFORE &lt;/strong&gt;disposal so that there is no chance of accidental activation.&lt;/p&gt;
&lt;p&gt;2. Units can be taken to any branch of Battery World for disposal (and I guess that they will probably disconnect the battery for you). For those Darwin folk&amp;nbsp;who don&apos;t know, Battery World is 21 DeLatour St, Coconut Grove.&lt;/p&gt;
