				&lt;p&gt;This evening I attended a CASA safety seminar organised by Peter Ball of the Darwin Office of CASA. I think we were all surprised by volume of people who attended and refreshingly the youthfulness of the attendees.&lt;/p&gt;
&lt;p&gt;It was interesting to note that the younger pilots in the main were the GA pilots flying possibly older aircraft and the RA-Aus contingent were older pilots flying newer aircraft.&lt;/p&gt;
&lt;p&gt;There were at least 73 attendees there as that was one of the numbers drawn out of the lucky door prizes - More on that later. We had Barry H, Barry S, Michael C, Alan and Dianne, Ron and Annabelle, Greg, John B, myself and Joe representing TEFC membership.&lt;/p&gt;

&lt;p&gt;As you may already be aware, a Notice of Proposed Rule Making (NPRM) was issued on 28th September by CASA on the dual topics of:&lt;/p&gt;
&lt;p&gt;- mandatory carriage of radios at non-towered aerodromes or in the vicinity&lt;/p&gt;
&lt;p&gt;- changes in CAR 166 &amp;amp; 166A governing operations at or near non-controlled aerodromes.&lt;/p&gt;
&lt;p&gt;Regulatory amendments are not expected to be effective until early 2010, if the changes go ahead. A brief summary of the proposal and CASA&amp;rsquo;s view point is given below but we do recommend you read the NPRM yourself for full details. (There is a neat, single page, summary of proposed changes on page 8 of the document.)&lt;/p&gt;

				&lt;p&gt;Okay folks - Someone has been flying too early over properties in the Humpty Doo area. Someone has complained by writing to CASA and CASA have written to RAA and RAA have written to the CFI and then the secretary has received the letter and I am here to politely inform everybody that flying over folk&apos;s houses early in the morning is not flying neighbourly.&lt;/p&gt;
&lt;p&gt;There are a few points here... What is early? Early is whatever the person complaining believes it to be. Their perception of early is their reality so there is no point arguing that 7:30 am is okay when that is not the perception of the person listening to what some have termed &amp;quot;aerial lawnmowers&amp;quot; flying around. (I have no idea when the events took place - I have just made up the 7:30am time).&lt;/p&gt;
